AAHSA Applauds Introduction of Legislation to Improve Section 202 Program
Washington, D.C. – The American Association of Homes and Services for the Aging’s President and CEO Larry Minnix applauded the introduction of H.R. 2930, the Section 202 Supportive Housing for the Elderly Act of 2007 by Rep. Tim Mahoney (D-Fla.). Congress Mahoney serves on the House Financial Services Committee, which oversees U.S. Department of Housing and Urban Development-sponsored affordable senior housing.

Statement from Larry Minnix, President & CEO, American Association of Homes and Services for the Aging (AAHSA), on Nursing Home Survey Revisit User Fees
Nursing home inspections are essential for assuring quality and safety for residents. We applaud the leadership of the House Appropriations Subcommittee on Labor, Health and Human Services and Education for refusing to renew federal user fees for inspection revisits, which would not improve quality, but merely place onerous fees on top of existing fines. Although the fees would apply to all health care providers, nursing homes would bear the brunt because they are the only provider subject to annual inspections. The fee would have been imposed not only for on-site revisits but for surveyor’s telephone reviews, paper reviews, preparation and travel time.

Quality in nursing home and home health care should be an automatic public expectation. The key to quality is strong staffing which requires, in part, the resources to pay workers better. Skilled nursing facilities and home health care providers need a payment update to ensure reasonable pay adjustments for staff.

The twentieth anniversary of the Omnibus Budget Reconciliation Act of 1987's (OBRA) passage is an appropriate time to assess the progress made to ensure that America's oldest and most vulnerable citizen receive the highest quality nursing home care. In addition to exploring where we improvements are needed, we hope that this retrospective also will celebrate the ways in which nursing home care has advanced since OBRA enactment. Nursing homes are now participating in numerous quality improvement initiatives, such as Quality First and the Advancing Excellence in America's Nursing Homes campaign, to achieve excellence and earn the public's trust.

Magazine Shares Latest Research and Programs to Help Long-Term Care Providers Better Support Their Workforce
Long-term care providers can find workforce solutions and suggestions in the March/April issue of FutureAge, the American Association of Homes and Services for the Aging's (AAHSA) bi-monthly magazine. The issue, which is available online at www.bjbc.org focuses on the findings and lessons learned from Better Jobs Better Care (BJBC). BJBC is a four-year research initiative managed by AAHSA's Institute for the Future of Aging Services (IFAS), developed to help providers find innovative ways to recruit and retain a high-quality direct care workforce in long-term care.

We are disappointed that a commission charged to "advise on ways to modernize the Medicaid program so that it can provide high-quality health care to its beneficiaries in a financially sustainable way," did not recommend policies that would reduce the aging-services field's reliance on Medicaid to ensure quality care and services for older adults.
